Across the provinces, people began speaking forgotten names aloud. Schools added new lessons—histories not approved by the High Houses. And in quiet corners of broken villages, children whispered to candles and watched them listen back. The Emberlines were no longer rare. They were rising. In response, Romi called a gathering—the first since the Great Burn. Representatives from every region arrived: Ash-Born, Emberlines, Unnamed rebels, and even a few disillusioned former House scions who had renounced their blood rights. They met in a new Circle Hall, built with memoryroot and emberglass, open to the sky. Kanan opened the floor. “We all know why we’re here.” Romi stood. “The Houses will try to adapt. They’ll pretend to accept this shift—until they can reshape it back into control.” She unrolled the First Flame Treaty. “This document isn’t law. It’s legacy. And we have to finish writing it.” They debated for hours. Some wanted to disband all House structures. Others argued to keep the flame academies and simply open them. But it was a twelve-year-old girl—Kari, the one who had lit the first Emberline signal—who stood and said: “Why are we arguing over doors?Just take the roof off.Let everyone feel the sun.” That night, the group drafted the new accord. It bore no sigils. No bloodlines. Just names, spoken freely, chosen by the people. And one clause etched in flame: “No fire shall be named before it is heard.” In the cold halls of House Malor, the High Elders read the accord in silence. Vensu crushed it in his hand. But it relit. Again. And again. And again. Until finally— He could no longer hold it at all. Romi placed the signed accord into the flamebones. The ribs closed around it like a heartbeat sealing memory. And the sky above Udaye turned gold. Because the flame had not just risen. It had chosen.
